Campbell had been charged with the shooting of Charlie Enoch Womack Jr. of Delaplane on November 1, 1970 near Manassas. Ernest Moffett Smith had also been charged with the crimes in Manassas and in Rappahannock but died of lukemia in the Virginia State Prison Hospital in Richmond while awaiting trial. Both men were originially from Amiss ville, Rappahannock County.

A Prince William County police officer found Womack alive in a driveway on November 1, 1970 near Manassas with gunshot wounds in the head. He died a short while later. The initial investigation of the murder proved futile until Campbell talked about the act to a fellow jail inmate in Fairfax County and wrote notes to Smith in a cell on another floor, where the
