The lack of dicipline and control of the inmates at some of the institutions, particularly the state penitentiary, has created a dangerous condition within the penal system where rehabilitation has become almost impossible and the protection of many of the inmates from violent crimes committed by other inmates has also become very ineffective.
Prisons should make every effort at rehabilitation but they must also be operated with the degree of control necessary to protect the public from the escape of dangerous criminals.
