THE LEGISLATURE has appropriated funds and will certainly appropriate more funds in this session for modernization of penal institutions. The immediate problem is more a problem of management than of money. The management and control of the institutions is an administrative matter.
I agree wholeheartedly with Governor Godwin’s measures to bring the penal institutions under effective control. These institutions and the Division of Corrections have not had proper management and under Governor Godwin I expect this situation will soon be corrected. The
