THE POLICY of giving furloughs to certain inmates was authorized by a law passed by the General Assembly. The intention of this legislation was to allow furloughs to certain inmates who were nearing the end of their prison terms and who had good conduct records in prison. The extremely poor judgement shown by the authorities granting furloughs to inmates who were unsuitable risks has cast doubt over the wisdom of the whole program. Governor Godwin is now reviewing the entire policy and certainly a : ..ricter and more sensible policy should be the result.
