VIRGINIA’S State Corporation Commission has received final testimony and evidence from all parties concerning the proposed Vepco/APS (Allegheny Power System) 500,000 volt transmission lines for Northern Virginia. During the last of the 20 days the commission has devoted to the case, electronic computers were in the spotlight.
The SCC hired Dr. Robert Giles of Virginia Polytechnic Institute and State University and the firm Technical Associates Inc. of Richmond to develope a program to select the low - est cost “ratepayer” route for transmission line between any two predetermined points.
The computer selected a route from Mt. Storm to Morrisville very similar to that already surveyed by Vepco, deviating from the Vepco line by only as much as a mile and a half in Rappahannock County. The computer selection was based on property values assigned to 25 - acre “grids.”
VEPCO’S attorneys produced rebuttal evidence challenging the accuracy of the computer, specifically questioning the values assigned to the “grids.”
