Attorney’s for RLEPand WLEP (Warren) argued that only property values, not environmental costs, were fed to the computer. Representatives from Technical Associates Inc., the firm sponsoring the computer plan, agreed with RLEP’s contention that using existing powerline corridors is the cheapest route, based on environmental and property values, for the new transmission line.
ACCORDING to Virginia statute* it is Vepco’s responsibility to prove why existing corridors should not be used, RLEP argued.
The case rests until May 1 when briefs will be filed. The Commission is expected to make an interim decision then, and perhaps hold the final public hearing.
Meanwhile, three basic routes are being considered, the already surveyed Vepco/APS route, extension of the existing corridor and the computer path which would involve many additional landowners in Rappahannock’s Wakefield and Jackson districts, to the west of the surveyed areas.
RLEP attorneys agreed that the computer could be a useful tool for plotting future powerline routes where there is no existing corridor, as long as environmental factors are included in the information fed to the computer. □
