SINCE 1972 when the present Board of Supervisors took office, there has been a significant erosion of power away from local government in land use decisions. Increasingly, the courts, state legislatures, federal and regional bureaucrats are gaining more and more power over the land use processes in Fairfax County.
In 1972, after the Board imposed a zoning moratorium, the court ordered the Board to hear 20 cases a month and hear them in chronological order.
In 1971, as the result of the passage of the Interim Development Ordinance, the State Legislature reacted by passing Senate Bill 490 which requires the Board to hear all zoning applications within 1.2 months of filing.
