Jim White, from the Planning District Nine staff, acknowledged that certain ‘‘trade-offs” are necessary. ‘‘If you’re going to keep your sewer systems small, it’s more expensive for the users.”
Pete Luke noted that the sewer system proposed for Sperryville is a ‘‘no-growth” system. It will only clean up the existing problem, not pave the way for more growth, he said.
