THERE are frequently matters of urgent public concern that arise every year and that may require legislative action, but even when the legislature was meeting every other year (prior to 1970) there was a special session every year which usually lasted one or two weeks to handle emergency legislation. Special sessions can be called by the Governor or by a two-thirds vote of each house of the General Assembly.
It is possible that there may be other beneficial effects of a regular legislative session every other year, such as enactment of a smaller number of new laws (hopefully fewer minor revisions of the law) and a greater possibility of the accumulation of surplus funds because with a regular session every year the tendency is to appropriate any surplus that may be on hand.
