COMMITTEE hearings, the introduction of bills, and die passage of non-controversial legislation dominated the activities of the General Assembly in the third week of its 1976 session. The House Appropriations Committee, on which I serve, has been reviewing the budget in detail with almost daily meetings..
Expansion and improvement of prison facilities has become necessary with the increase in crime and as a result of neglect of the prison system until recent years. This is one of the primary subjects being given attention in the 1976 budget. The budget proposed by the Governor contains approximately $18 million in new facilities which would provide for substantial completion of the new penitentiary in Mecklenburg County, a new state institution for juveniles and other facilities. I support these proposals and I believe they will be a part of the budget as finally passed by the legislature.
