of state services, which is proper, and this leaves the question of how much to provide in the way of capital improvements as the primary budget issue to be decided by the legislature. The decisions on additional capital improvements for building and facilities at colleges and universities, state hospitals and prisons will be one of the major factors in whether the legislature will decide to levy additional taxes on beer, dividends of certain Virginia corporations and receipts from coal.
At the present time there does not appear to be any substantial sentiment in the legislature for general increases in the income and sales taxes which provide the great bulk of the state revenues and I agree that there should be no such increases during this session. '■
