additional funds for the prison system will certainly be considered and so far as capital improvements are concerned the answer to the question will largely depend on how much expansion and capital spending to meet obvious needs can be efficiently handled within the next two-year budget period.
Also, I hope that additional funds can be provided to adequately compensate, to attract, and retain qualified guards and other correctional officers.
IT APPEARS that the budget now under consideration will have to include a sum, now estimated to be approximately $25 million, to cover the amount by which revenue estimates for the period ending June 30, 1976, fell short of projections on which the present budget is based. It is estimated this amount will be needed in spite of the reductions in certain expenditures ordered by the Governor as required by law.
Further, I think it would be wise for the legislature to provide a contingency reserve for the next two years in the event that the revenue estimates should be optimistic, with the hope that
