The ordinance advertised by the town for public hearing required a dog be kept on a leash when off its owner’s property. Mayor Miller noted that the county has no such ordinance and no intention of passing one. Therefore, he said, county personnel can't be asked to enforce a leash law in the incorporated town of Washington, a law much stricter than any the county has on its books. Miller noted that county dog warden Jack Bruce will pick up stray dogs running loose in violation of county ordinances.
Mrs. Burke insisted that E. P. Luke, chairman of the Rappahannock supervisors, told her that the county’s warden will also enforce dog laws in town. All it would take is a letter to the supervisors, making that request, she said.
