He also reported that the plan discourages strip development along arterial highways and seeks to protect prime farmland from residential and speculative development. These goals of *the comprehensive plan will be violated by approval of the apartment complex, Konick maintained. ! Werner Krebser, representing the Izaak Walton League, said a development plan is required so the BZA “can make a proper judgement on what these people want to do.” The proposal before the board, he said, “doesn’t tell us about water, sewer or parking.”

According to member Howard Holschuh, the Rappahannock League for Environmental Protection is also opposed to the apartment conversion.

Faced with having to vacate the courtroom and either recessing the public hearing or trying to cram 50some people into a basement office in the clerk’s building, the BZA members agreed to continue testimony on Parlagreco’s special use permit application at their December 11 session.
