authorizing installation, the supervisors agreed to see if they could first get a cheaper bid. Superintendent Bloomer reported the latest developments to the school board on Tuesday and concluded by noting that the supervisors wanted all bills for the tank sent directly to them.
"Madam chairman, did you hear that?" demanded Eastham, insisting that direct payment by the supervisors was unlawful. "It is this school board that owns and controls the property and puts in that tank. The supervisors asked for the tank and we agreed, subject to a supplemental appropriation. Let them give us the money. The supervisors have no authority to directly pay bills for this board!” he ar^u d, maintaining that the actioi could set a precedent for ti e supervisors to later direct and pay for other, less desirable projects.
None of the other board members appeared at all upset. The first response came from Newbill Miller who proposed the tank be installed in part of the bus shop lot which won’t be taken by the highway department for Route 211 expansion.
Nancy Reeve described payment as a fine point. “If it’s legal, I don’t see what difference it makes.”
Chairman Beverly Massie agreed, noting that the funds are county money whether they come directly from the supervisors or from the supervisors to the school board for disbursement. “I think they were just cutting down on paper work and red tape," Mrs. Massie said, volunteering to check with a legal authority on direct payment.
“I want a motion.” said Eastham. demanding that Mrs. Massie be formerly directed to bring a written legal opinion to the board.
“Mr. Eastham, won’t you take my word for it?” the chairman asked.
