every fourth of July for the past 21 years, he's given Rappahannock County an Independence Day gift—an afternoon of games and entertainment on the lawn at Avon Hall and an evening of breathtaking fireworks that equal the annual display set off at the other Washington.
Originally from northern Iowa, Mr. Carrigan came east to attend school in Washington, D. C. where he graduated from Catholic University and began a career in real estate investment.
A visit to the country left him entranced with Rappahannock. He bought his first piece of property here, Horseshoe Farm on the Fodderstack Road, in the late 1950s but it was a weekend home for William and Romona Carrigan only for a short time.
Driving through the town of Washington, he saw Avon Hall, then in disrepair due to the hard times and misfortune which had fallen on the owners. He bought the neglected southern mansion and restored it it to elegance and its old position as show place for the town.
