Rappahannock New* Staff Writer "Money—what we don’t have, how much we don't have, where to cut expenditures, which programs to cut, how to live with what we’ve got” will be the big issues facing the 1982 session of the General Assembly which begins January 13.
That’s the assessment of Raymond R. "Andy” Guest, Rappahannock's representative in Richmond.
Guest was elected last November as delegate from Rappahannock, Clarke, Page and Warren counties, a configuration in a new redistricting plan that was overturned by the federal courts.,
Since a three judge panel rejected that redistricting proposal, Guest and the rest of the House of Delegates have been back to Richmond to adopt a substitute plan. The second plan was also turned down, this time by Governor John Dalton’s veto.
