He noted that the 1981 session of the House of Delegates is charged with developing a House redistricting plan so whatever is done must be finished by January 12 before the 1982 session begins.
He predicted that the plan currently before Dalton will be adopted with some additional amendments proposed by the Governor.
Once the House redistricting is finished, the delegates can begin to address other problems confronting the state, the first and foremost of which is money, according to Guest.
