Konick also noted that the zoning office has never issued a certificate of occupancy as required by the zoning ordinance for operation of a daily school.
He further pointed out that the certificate could not be issued "unless and until the church building has been equipped with an approved sewage disposal system that complies with the requirements of the State Department of Health regulations governing the disposal of sewage and is approved by the Rappahannock County Health Department."
