In a letter dated December 23, zoning administrator David Konick informed pastor L.D. Savage that the continued operation of a school in his Massanova Pentecostal Church constitutes a violation of Rappahannock’s zoning regulations and warned that enforcement action will be taken if the violations aren’t corrected.
In response to complaints from neighboring landowners who were concerned over the school's opening without the required zoning and health department permits, commonwealth’s attorney Douglas Baumgardner held earlier that Massanova must apply for a special use permit to operate a school on the church premises.
(The land on which the church is located is zoned agricultural and the county’s zoning ordinance allows schools, public or private, in that district with a special use permit but not as a matter of right.)
