declined to speculate on' whether or not the Assembly will propose an increase in state taxes to offset the decline in federal revenue resulting from the Reagan administration’s budget cuts. • “I don’t think we're sufficiently aware yet of the magnitude of those (federal cuts),” Guest said. “We'll get the Governor’s budget —which is a balanced budget—sometime between January 13 and 16. Then we’ll have a better idea of what the picture is.”
He added that he already knew of major cuts for Virginia’s prisons, specifically construction money for two medium security facilities.
Guest indicated that he’s opposed to balancing all federal cuts through an increase in state taxes. "The people have made it clear they want to see a leaner, more efficient bureaucracy,” he said.
