He noted that the Virginia Education Association has mounted a battle to defeat a plan from the state superintendent of schools which would allow “time in the field” to be substituted for “time in teaching classes.”
Guest explained that the proposal—which he supports—would give localities the option of hiring an individual to teach who lacks the education classes currently required for certification but has compensating practical experience in the field in which he or she will teach.
"It should be up to the localities if they want to take that chance (of hiring experts who didn't have educational training),” Guest said.
As for the possibility of a floor vote on the Equal Rights Amendment in this year’s Assembly, Guest thinks the odds are slim. “There will be a whole lot of noise and a whole lot of effort but 1 don’t think it will get out of the Privileges and Elections Committee,” he said.
