Last week’s Architectural Review Board (ARfe) meeting was chaired by Ed Barton, as Chairman Donna Kevis was not able to be present for the meeting and asked him to sit in for her.
Many who had come anticipating a further fireworks between Mrs. Kevis and applicant Fran Eldred were somewhat nonplussed. At last month’s meeting Mrs. Eldred complained vociferously about Mrs. Kevis’s management of the board as its chairman.
ARB members present at the meeting along with Mr. Barton were Patrick O’Connell, Charlie Eldred and Dwight Matthews. They agreed that it would be a good idea to set up a work session with Town Attorney Frank Reynolds to go over the Historic District Ordinance and conflict-of-interest law. A notice of the work session will be published in the newspaper.
Mr. Barton said that at the Town Council meeting the night prior to the ARB meeting a question was raised about the desirability of the town attorney attending one or two ARB meetings. Ray Gooch, a town council member who was present at the ARB meeting, said that the Town Council was concerned with reports in the newspaper and things heard around town about the ARB. *
Referring to a couple of recent ARB meetings, he said that a mere referral to the ordinance would have told the ARB members what to do about temporary signs, and that fixed mullions (true divided light windows) are not required by the ordinance.
He said that he felt the ARB members need some guidance regarding the Virginia conflict of interest statute. “A periodic work session never hurts anybody,” he said.
