NOTICE TO THE PUBLIC OP COLUMBIA GAS OF VIRGINIA* INC.

FOR APPROVAL OF AN EXPERIMENTAL WEATHER NORMALIZATION

ADJUSTMENT MECHANISM PURSUANT TO

§ 56-234 OF THE CODE OF VIRGINIA

CASE NO. PUE-2006-00074 .

On August 1, 2008, Columbia Gas of Virginia, Inc. (“CGV* or the “Company”) filed its application requesting the State Corporation Commission (“Commission') to approve an experimental Weather Normalization Adjustment mechanism (”WNA“) pursuant to § 56-234 of the Code of Virginia. The Company proposes to apply the WNA only to the December through April billing months. CGVs expenmental WNA wiH apply to residential customers taking service under Rate Schedule RS-Residential Service. Rate Schedule RTS Residential Transportation Service, Rate Schedule MPS-Malered Propane Service and Rate Schedule PDS-Propane Delivery Service. CGV proposes that the WNA also be applicable to the following commercial rate schedules • Rate Schedule SGG-Small General Service. Rate Schedule SGTS-Small General Transportation Service Rate Schedule MPSMetered rrooane Service, and rate Schedule POS-Propane Delivery of Service The Company also proposes to apply the WNA to Rate Schedule EDS-Econormc Development Service to the extent that a customer receives Schedule EDS service pursuant to the above referenced Rate Schedules,

CGV proposes to use a “restated volume method" of weather normalization that is computed by taking each individual customer's usage tor the month and segregating it into base load and temperature sensitive toad Volumes attnbutaWe to the customer's temperature-sensitive requirements are multiplied by the applicable weather venation, which is determined by dividing the number of normal heating degree (fays m the billing period by the number of actual heating degree days in the same billing period The resulting restated (normal) temperaturesensitive load is then added back to the base load and multiplied by the applicable non-gas base fatets) to denve the non-gas portion of the customer s bill

According to the Company's application and supporting testimony the Company's expenmental WNA is designed to apply actual weather data from the most geographically representative of six weather stations to each customer's individual usage in order to reflect geographically unique deviations from normal weather The six weather stations CGV proposes to utilize are located in Richmond, Norfolk. Roanoke and the Shenandoah Valley tn Virginia and in Martinsburg West Virginia and Washington D C. Each CGV customer to which the WNA is applicable will be assigned one of six weather stations based upon their geographic proximity to the station
