“PEOPLE came to Farmville to shop at < hristmastime because of convenient parking facilities.’’ That statement came ft°m a barmville merchant, who expressed an opinion that enough parking space could be found on Main street for the short-term shopper if the letter and spirit of the one hour limit were observed. The business area is well metered to allow one-hour parking. However, it is believed that many cars re main on the streets for a longer period by inserting an additional coin in the parking meters. This practice is contrary to the spirit and the letter of the ordinance, al though, it is generally thought to be legit imate by the motorist. The purpose of limiting on-street park ing is to give as many shoppers as possible the convenience of parking. With limited space, the only way to increase the facilities is to limit the use of the space. In Farm ville’s metered areas there are 140 spaces. The following table illustrates the increase of usage possible in proportion to the time each is used during a ten hour day:
