plan has been devised to avoid the charge of “dumping,” or to'keep the obst of the program within reasonable limits. One thing is certain, however, A rigid 90 percent of parity support program for another two years will he expensive and does not solve the problem of surplus disposal. The Secretary of Agriculutre has indicated that accumulation of surplusses far beyond visible markets would require imposition of rigid production controls. That type of control is distasteful to all farmers and might likewise result in driving out of agriculture many who before long may be urgently needed to produce adequate food for 'our own use.
