gave 1705 N Street, N.W., Washington, D. C. as his address on his* last two income tax returns (1952 and 1953) ! It is likewise true that Mr. Ruddick was never registered as a, voter in Highland County in our Seventh Virginia District until just a month ago (Sept. 21, 1954). This provides us with the paradoxical situation of a candi-, date offering to represent Virginians in Congress who does not count Virginia as his official income tax residence and who never bothered' to legally qualify as a Virginia voter until some six weeks before the election in which he seeks preferment!
We have no quarrel with Mr. Ruddick, or anyone else, as to the address they may use in filing income tax returns. It is strangely peculiar, however, that a man who seeks s#ch an important office as Representative In Congress should be so inadequately informed and so completely indifferent to the legal qualifications of voting and lidding office that he fails to be conversant with such .a basic requirement of the Virginia franchise as registration.
It seems inconceivable that voters of the Seventh District, who have benefitted so immensely from the effective efforts of Mr. Harrison in Congress, will now reject him for unknown and untried hands.
