Chief Justice Campbell of the State Supreme court m his dissenting! opinion in 1945 when the poll; tax question was being considered, disagreed with the majority opinion which approved the limiting of the Convention to the one question of relieving the servicemen of payment of poll tax. Chief Justice SCampbell had this to say: “The fundame question involved is which shall prevail, expediency or gality? If expediency is to prevail then our boys who h died in order that liberty and democracy, as established our forefathers, should Continue, have died in vain.”
We cannot see how a lower legislative body—'the Gen eral Assembly, can tie the hands of a higher legislative body—the Constitutional Convention. Or has it become! a “rubber stamp” for politicians who have control of tiie people. We believe that the Special Session of the General Assembly acMd very unwisely in trying to limit debate on the question bfefore it and that, therefore, the people of the State should rbsent their actions and vote against the question now before the people in its form.
A public {servant should have faith in the people^ who
is select him and consult with them in mass meeting as to course of action. So far as I am able to learn this course has not been folio’ red anywherej in the 23rd Senatorial District.
