This plan will probably be acceptable in many sections of the State. Where the plan is not acceptable, a pupil cannot be forced to attend an integrated school. Under these conditions the pupil through his parents may apply for tuition grant which in amount will not exceed the per capita cost of his education in the county or city school during the previous session. These grants will be available to both white and Negro pupils. ! >
If you believe in local self-government by people who know local customs and local needs, you should vote on January 9 for the Convention.
This is the first step which will free the legislators to consider the recommendations which have been drafted.
Without a favorable vote on January 9, the legislators ’will not have the authority to take effective action on the report. II.
A favorable vote will assure Virginians of the opportunity to continue to provide educational opportunities fpr all the children of the Commonwealth.
