Thus you will have two opportunities to express your wishes—on January 9 and again in electing delegates to the Convention. , -
Assuming that the vote' on January 9 is for holding the convention and assuming that the Convention when held amends the Constitution, then—and then only will the recommendations of the Gray report come formally beforu the entire legislature. Then public hearings will be held by the legislative committee and the people of Virginia will have a third opportunity to express their views.
