Wc could consider at length the origin^ purposes and results of any one of these programs. If we did, we might conclude that the Federal Government necessarily was involved in some of them; had a doubtful .role-in others, had no business in still others. The fact is, g though, that the Federal Government is engaged in all of these, and more, and the history of the past quarter-century or so makes plain that Federal activities rarely are terminated, rarely shrink, almost invariably grow and multiply.

Though we shy away from the label, then, we do have a(_welfare state. The condition, if not the name, must bring comfort to many citizens, because there is strong not a partisan matter—for expanded nondefense Federal operations

If the people are dispaMd to rely on a Federal fountainhead in Washington, for increasing direction*, guidance and support in their daily lives, the fabulous growth of the welfare state in recent years is in accordance with the public will. If not, the time is late for a protest which could curb the upward course of Federal spending and bring some of the problems of living back home for a leas bureaucratic and more economical solution.
