Thr following year, at the urgir|4 of President Eisenhower, Congress voted temporary authority for the admission of up to 205,000 refugees.
Now President Eisenhower has revived the immigration controversa r\ in a special message to Congress in which he asks not a temporary but a permanent doubling of the annual quotas in other words, 'the admission of approximately 300,000 quota immigrants every year.
Mr. Eisenhower also urges that 'quotas not filled' by a country be distributed among nations which oversubscribe their quotas. As the countries of northern and western Europe rarely use up their allotments of immigrants, this feature of the President s plan would be of particular interist to the countries of southerrt and eastern Europe and the Middle and Far East.
Those areas would benefit, too, from Mr. Eisenhower’s proposal to drop the national origins idea which, briefly, bases immigration quotas on the number of citizens of a particular national background who were here in lf)20. In practice, this formula favors immigration from (Jreat Hritain, (lermany, and Ireland. Mr. Eisenhower would change the system in this way, as he explained in his message:
