in setting forth his views on the responsibility of the United States to . accept more immigrants, Mr. Eisenhower commented:
“No analytical study can so dramatically demonstrate its position in the world as the simple truth thatihere, more than in any other place;' hundreds of thousands of people each year seek to enter and establish their homes and raise their children.
“To the extent possible, without dislocating the lives of those alreadv licing here, this flow- of imnngraton to this country must be encouraged.”
Mr. Eisenhower's message met the immediate opposition of the leading authority on immgration law in the omgress, Rep. Francis F.. Walter of Pennsylvania, principal author of the existing basiclaw and chairman of the House Immigration Subcommittee, who pointed out:
“If we were to consider the President's proposal seriously, we would find that its enactment would raise the present annual average of immigrants entering this country from 260,000 to 500,000.
