established by the State Board for the operation of the program. The program as adopted by the State Board’ is based on the £err-Mills Bill, passed by the U. S. Congress in 1960. The Kerr-Mills Bill permits each state voluntarily to incorporate the plan and to adapt it to the state’s own needs as long as it follows “certain basic federal requirements."
The State Board of Welfare and Institutions was authorized by the General Assembly to adopt such rules and regulations as may be necessary to make the plan workable in Virginia. The Department has spent months id working out the program wiith aid and advice from the medical and pharmaceutical professions. The Department now feels that it has a plan that meets the basic federal requirements and is wider in scope than that being offered by some other states. The program is to be in effect in all political subdivisions of the State and is to be administered by local boards of public welfare in;atcQb4^hce withf^olicies of the State Board.
