Where did she go to find them? to the Teacher's Colleges, of course. But like Mother Hubbard, when she got to her ‘cupboard’, it was almost bare; down to only a ‘peanut butter sandwich’; the colleges could supply only 1,667 teachers. So she 'beat the bushes', and went into the homes and asked former teach-, ers to come back to teaching, but alas she found less than 1,000.
