Several things are being done to improve this teacher supply •One is to offer more Incentive to teach, and to improve the quality of teaching ability through salary, training, and recruitment legislation. Another effort is being made to stimulate local School officials in the cqunties and cities to improve teacher opportunities, 'this is being proposed by Gov. Harrison in his new program for changing the distribution of basic;- $ t a t e School Funds to the county and city schools. This affects every division, and it affects Rappahannock. If this proposed distribution formula is adopted, it removes the old basis for School Aid, which was based on quantity alone; average daily attendance times a dollar rate per student. The new formula will show favoritism to the school which has the higher quality of instruction, rather than quantity, as in the past. What will this do to Rappahannock? Well, unless Rappahannock improves its quality of instruction, this county will be entitled to less than before under the old formula. Only by a provision in the new formula, no County will actually receive less dollars because of this new proposal. But, then, neither will Rappahannock gain, under the new formula, unless its officials make some changes in the county operation of its school, by improving the local effort.
