Of the four new laws passed by Congress this July the most important Is the Orphans Educational Assistance Act. This Act will for the first time permit children of living veterans who are totally and permanently disabled frpm service connected conditions to participate In the Veterans Administration War Orphans Educational Assistance program. Up until now, only the children of deceased veterans whose deaths were the direct result of service were eligible Benefits for the children of the totally and permanently disabled will be the same as those now being received by children of the war dead. The educational or training course must be above high , school level, but not necessarily restricted to full time college enrollment. There are provisions for part time college courses or vocational trade schools. There are also provisions for special restorative training for handicapped children. Eligible children are entitled to a maximum of 36 months training with an allowance of $110.00 monthly for full time enrollment, with proportionately lower allowances for part time study or training.
