License agents that are open for business at 5 a.m. on opening day are difficult to find, especially in unfamiliar country. If you plan to hunt on National Forest land, you will need a National Forest Stamp available from any license agent. A similar but separate stamp is required of those hunting on state forest lands in piedmont Virginia and is available from designated vendors in that area. Fourteen western counties require a special damage stamp for hunting deer and bear. These are best obtained by mail from the county clerk well ahead of opening day.
