All of the local sales tax money and approximately half of the State's deposits will go back to localities on or about November 25, when die neces sary paper work is cleared. State tax receipts sent back are earmarked for public schools. Local tax yields have no strings attached. All but two erf Virginia's cities, Danville and Fairfax City, enacted local 1% sales taxes effective September 1 at the time the State tax went on. Both exceptions have since enacted local taxes beginning January 1, 1967. The counties of Powhatan, Cumberland, Frederick, Alls gheny, Pittsylvania, and Spot sylvania did not add local levies to the State tax on September 1, but Spotsyl vania has adopted the measure effective the first of January.
