Republicans Meet
Seventh District Republicans seemed confident of fielding candidates for all legislative and senate seats at theft Do cember meeting. The biggest game on which they have set their sights Is House Speaker E. Blackburn Moore, but each Democratic incumbent seemed to be a target. Del. John N. Dalton, Chairman of the Republican Legislative campaign committee, led a fast-paced discussion of possible candidacies. In so doing, he emphasized the "realistic” goal of the state-wide election of 21 mem bers of the House of Delegates and 9 members of the State Senate. This would be a sufficient number to block •bad emergency legislation”, he said. Emergency legislation takes effect as soon as the Governor signs the law, and requires an 80% majority in each house.
