The main topic of conversation this past week has been Governor Holton’s recommendations as to certain tax increases and additional appropriations. He recommended a tax increase from 10 to 14% on liquor and an increase of 2Vi cents to 5 cents per pack on cigarettes. He also recommended that $9 be refunded to each person or family with an income of less than $3,000. This would cost approximately $21 million. His other appropriations were for mental health, antipollution,js na&r state penitentiary, port development, reforestation, and expansion of state parks. All of these items will be considered carefully by the Appropriations and Finance Committees prior to a hearing by the House and Senate.
The General Laws Committee recommended the passage of a bill making it necessary for nurses to obtain licenses. This is the first time in Virginia that such a requirement has been mandatory. The bill was supported by the Virginia Nurses Association, Virginia Hospital Association, Virginia Medical Association, and many other organizations. The committee also reported for House action the Uniform Anatomical Gift Act. This Act has been adopted in 41 states and penpits a person to donate all or parts of his body for certain purposes.
