Across our nation today, the quality of education and our public schools are topics that are appearing with increasing frequency in the news media. “Equality of Opportunity" is among our highest national priorities in the last third of the 20th century. Yet most people realize that schools vary tremendously in quality from one school division to another.
Some people claim that increased funds for public education would result in improved schools and programs for students. While adequate funding is a major determinant in extending course offerings, there has been some evidence in recent years which has suggested that quality in educational opportunity will not be entirely achieved by lowering pupil-teacher ratios.
Certainly, the importance of home environmental factors in the success of school children is only beginning to be realized. A number of educational researchers such as Benjamin Bloom and John Fisher, claim that half of a human’s intellectual growth occurs between birth and the age of six. Because the great majority of youngsters do not enter school before six, this critical period is beyond the reach of formal education.
It is worth stressing that teachers cannot remedy all the omissions of parents and that a substantial amount of learning • or of not learning • has been completed before a child enters a classroom for the first time. Research indicates, however, that mothers reading to a child as early as the age of one gives him a significant “head start;’’ and that parental attitude toward education, toward a youngster’s school, and toward his teachers makes a difference in the child’s
