(b) Upon acceptance of the use fee the Commission shall issue a special permtt which shall be signed and carried by the person hunting. The number of fees accepted and permits issued for any day or part thereof shall not exceed the number of hunters which the Commission shall determine to be the maximum the area can accommodate with safety and without mutual interference.
(c) Preseason requests for reservations to obtain special daily permits will be accepted by the Game Division, Richmond, Virginia. After the opening of the hunting season, requests for reservation will he accepted by the game refuge supervisor in charge.
(d) At all times other than those specified in subsection (a) the area will be open to regularly licensed hunters when authorized seasons are in effect for hunting in Pittsylvania County.
