On Education . .
"I feel the closer we keep the schools to the people, the better scho.ol system we will have. “The people best qualified to decide what is needed in any school system are the citizens and school officials of the community. “I strongly support the program of aid to federally impacted areas. Under that program, assistance flows to the local schools with no strings attached.” On campus disorders, Sen. Byrd said: “Peaceful dissent is a cherished right — on the campus and elsewhere. In all too many states, violence and coercion have supplanted national discourse on the campus. For the most part, our Virginia students and faculties have acted responsibly and are to be commended. Let us hope we can continue to set an example for the nation.”
On the Draft . . .
In a speech favoring revision of the Selective Service system, Senator Byrd said, “I believe that the draft as it now operates subjects a young man to too long a period of uncertainty.” Shortly after the speech, President Nixon recommended a plan similar to Senator Byrd’s.
On Environment . . .
“I sincerely hope that concern for the environment won’t turn out to be just another fad: The en.vironmental problems face won’t yield to slogans. So I hope the fervor demonstrated on Earth Day in April, 1970, will still be in evidence in April, 1971. And for many more Aprils."
