It has become apparent that the public, without stringent law. enforcement, will not use the dumping facilities provided by the county in a proper manner. At a glance it is disceroable that the (trash units are being plied I by all manner of burnables, though an ordinance was passed in April regulating the use of the dumpsters.
It is interesting to poke around in the trash and see just who is improperly using the facility. Prominent names may be found on envelopes and catalogs. It is also disturbing to drive along the highway and see a stylish lady toss face tissues and other debris from the window of her highly polished Cadillac or see the large land owner throw his beer can on the highway. Unless the “solid citizen” reacts in a better way, what can be expected of the “run •Of the mill” folk? o, ^ -,.1 Jt
Almost two-thirds of the trash put in the dumping units could be disposed of at home. Only in very isolated cases is it. impossible for a person to‘dispose of burnables. The cost to the county for refuse service could be substantially reduced if it is properly used by the citizenry.
According to the Board of Supervisors at the January meeting, the Sheriffs Department will be pressed into action to enforce the trash ordinance according to the Sheriff, since the public makes it necessary to use “Big Brother” tactics. Big Brother will be watching you. Violators will be prosecuted. .
The ordinance regulating the public use of the trash receptacles states, in part: It shall be unlawful for any person to deposit or cause to be deposited in any county owned or leased trash receptacle or dumping pit any: (1) combustible paper, wood or foliage material; (2) dead animal or fowl: (3) agricultural or horticultural product or material; (4) garbage.
It shall be unlawful for any person to deposit or cause to be deposited any trash on the ground or within the area outside of and surrounding any county owned or leased trash receptacle or dumping pit. (
It shall be unlawful for any person to deposit or cause to be deposited in Rappahannock County any trash originating as such in any other town, city or county.
