The findings are based upon state-by-state breakdowns of Commerce Department data. They were made by the Tax Foundation and by the Commerce Clearing House, authorities on government finances.
Their figures show that it takes much more than in previous years to operate - the various state, county and municipal governments and provide people with adequate police protection, education, sanitation, and health, roads and other needs.
