Newbill Miller touched off a long discussion of the situation with the announcement: “Now we come to the real bad news.” He noted that when Virginians voted to adopt a new Constitution, they also approved adoption of “quality education” standards for the entire state.
“Now the standards have been written, and the method of financing has been proposed,” Miller reported. “And I very strenuously object to the proposed method of financing, especially where the amount of state aid. each locality will receive is concerned.”
