This amendment was not accepted by the Appropriations Committee and it is doubtful whether it will be accepted by the House of Delegates. Everyone admits that the present formula and the proposed new formula are very complicated and neither resolves the question of equitable distribution among the localities according to their wealth and yet in some cases the new formula may cause local tax increases.
ALSO, the new formula increases the possibility of requiring constant increases in school expenditures to match a standard related to constantly increasing state-wide average expenditures without attaining an equitable distribution in state funds among the various counties and cities according to their wealth.
All of this is extremely complicated but what must be remembered is that when so many millions of dollars are appropriated for public education it does not mean that each county and city will receive its proportionate share of these funds..
