THE fourth week of the 1973 General Assembly marked the completion of the House Appropriation Committee’s work on the supplemental budget bill; I serve on this committee and during this past week the committee met constantly including all of this past weekend.
The supplemental budget bill proposes to spend approxunately 70 million dollars of the 102 million dollars. recommended by the Governor. I believe the committee was right in its judgment that it should not spend all of the money from anticipated Federal revenue grants in 1973 because Federal grants of other types may be cut back during the coming year.
The state now has on hand approximately 19 million dollars in surplus and 35 million dollars in funds actually paid by the Federal government in revenue sharing grants. The anticipated Federal revenue grants for the remainder of the budget period would be approximately 50 million dollars.
