Osborne attended Piedmont Business College in Lynchburg and Randolph-Macon College. As a minister, he had served churches throughout Virginia prior to his retirement.
He is survived by his. wife, Mrs. Virginia T. Osborne; a son James F. Osborne, Jr. of Arlington; and four grandchildren.
